For years, the public sector has been associated with waste, as billions of Naira is lost to mismanagement and leakage in public finance. This wastefulness has over the years consolidated into corrupt practices by further draining the economic resources of the nation through the so-called “Ghost worker” schemes.  

In a recent article published by the Daily Trust Newspapers, The Office of the Accountant-General of the Federation (OAGF), announced savings in excess of N20 billion monthly on the wage bill. The wage efficiency was achieved through the deployment of the world renowned Oracle Human Capital Management (HCM) Application to Federal Governments Integrated Personnel Payment Information System (IPPIS).

The Oracle HCM Application deployed for IPPIS was implemented by SoftAlliance and was designed to enhance the efficiency of personnel cost planning and budgeting using verified numbers and not estimates. IPPIS provides a centralized database to aid planning, decision-making, and facilitate the automation of personnel records to support emolument payments against budgets, thereby preventing wastes and leakages. It ensures salaries are paid promptly with appropriate remittances (tax, dues, pensions and loans) to third party.

In 2013, over 46,000 ghost workers were identified in 215 MDAs through IPPIS saving over N120 billion an amount that has surged to N220 billion today with an additional 78 MDAs added from June 2015. The Office of the Accountant-General of the Federation has already begun the process of enrolling the Nigeria Police Force and other Para-Military Agencies in all the states of the federation.
